PSB Funding Short Description / Abstract
In the Kirchhof report, commissioned by ARD and ZDF, Paul Kirchhof, professor of constitutional law and former judge of the German Federal Constitutional Court (1987–99), outlined a reform agenda for the financing of PSB in Germany. The Kirchhof Report declares the link between licence fee and receiving device obsolete and proposes a device-independent fee in which each household and place of business is invariably subject to the levy. The model was put forward in May 2010.
