Draft bill for future PSB funding in Germany. This draft was replaced by 'Entwurf Fünfzehnter Rundfunkänderungsstaatsvertrag of 21.10.2010'. Compared with the first draft, the latter 'White Paper' includes more exemptions (§ 4, § 10[2]) and a different scaling of the applicable units in places of business (§ 10).
